Some properties are protected at the point the water enters the building rather than at each individual fixture. That is containment — one assembly on the service line, protecting the public main from everything inside.
Which approach a provider requires depends on what is in the building and how much of it they can inspect. A straightforward commercial building may be handled at the service line. A building with a boiler, a kitchen and a lab in it will usually need protection at the service line and at the individual connections inside, because containment protects the street but does nothing for the drinking fountain down the hall.
The hazard classification of the building as a whole is what sets the device.
Scope on this one: we test and repair. Assemblies inside the building are not ours to replace — that is licensed plumbing work — but a failure is far more often a rebuild than a replacement, and rebuilds we do on the spot. The device types, and where our work stops.
